What is CocoNES?
The FSM Coconut National Export Strategy (CocoNES) is the FSM’s first sector-specific export plan. It was designed over a twelve-month period from 2022-2023 with a series of multi-stakeholder consultations across the four States with assistance by the International Trade Center (ITC). CocoNES targets a coconut export sector that is sustainable and inclusive, with the goal of creating jobs and improving the quality of life farming communities.
The objectives are to ensure quality production and processing, to establish a conducive institutional framework for sustainable industry growth, and to enable export of priority products to key markets. To ensure successful implementation, the CocoNES has:
- Plan of Actions that identifies what needs to be done, by who, and by when, with estimated costs.
- A robust institutional framework established through the CocoNES Presidential Orders comprising of the CocoNES Advisory Body (CAB) tasked with policy and guidance, the Coconut Sector Development Coalition (CSDC) tasked with strategy oversight, and the CocoNES Secretariat (CoSec) tasked with strategy management and monitoring.
Support Team Identified
Vital-FSMPC appoints a team to assist with the initial strategy management support for the CocoNES implementation while awaiting funding arrangements with the FSM R&D.

VISIBILITY of CocoNES increased at National and State Level
The Secretariat provides awareness of the CocoNES to participants at the 10th National Trade Facilitation Committee (NTFC) Meeting in Pohnpei and the 3rd FSM R&D Conference in Yap. The communication of CocoNES in these events are crucial because:
• the CocoNES supports a number of strategic objectives including improved trade opportunities identified the FSM Trade Policy and the National/State Strategic Development Plans.
• Key stakeholders for the CocoNES are key stakeholders in these events
