Overview
The Federated States of Micronesia Petroleum Corporation (“FSMPC”) was enacted under Chapter 2 of Title 27 of the Federated States of Micronesia Code (“FSMC”) comprising of the Federated States of Micronesia Petroleum Corporation Act of 2007 (27 FSMC 211). Following the legislative enactment, FSMPC began fuel operations in 2007 and is also known as the Vital Energy Group, comprised of the FSM Petroleum Corporation and its affiliate, Vital Energy Incorporated (“VEI”).
The chronology of our operational set-up is as follows:
Fuel Operations in the Federated States of Micronesia (“FSM”) on September 11, 2007, following acquisition of operations and assets of Mobil Oil Micronesia Incorporated (MOMI);- Fuel Terminal Operations in Guam in 2012 following a successful bid to provide terminal operations and maintenances agreement with the Guam Power Authority and being the exclusive distributor of TOTAL lubricants;
- Coconut sector development and manufacturing operations in 2014, after FSMPC was mandated to revitalize the FSM’s coconut industry and it acquired the operations of the coconut processing facility in Pohnpei;
- Terminal Operations and Fuel Supplier in the Republic of Nauru in 2015 after successfully securing an international bid to provide fuel supply, and terminal operations for the Government of Nauru;
- Power Generation services in 2016 when FSMPC commenced power generation in Pohnpei State. In 2022, FSMPC commenced power generations operations in Chuuk State.
Logistics and Maritime operations commencing 2019.
Since its establishment, the Corporation has grown, having started with less than 35 employees to a multinational corporation employing more than 200 full-time equivalent, experienced, qualified and trained workforce as of March 2025 with a combined petroleum and aviation experience exceeding 150 years. We have a diversified portfolio of investments across the energy, agriculture, and transport sectors.

The Vital Group consists of Vital FSM Petroleum Corporation (which operates in all of the FSM states) and its affiliate Vital Energy, Inc. which has operations out of Nauru and Guam.
The Vital Group is currently the largest supplier of energy lifeline products and services in the Federated States of Micronesia and Nauru. Over the past ten years, the Vital Group has become one of the most established and successful corporations in Micronesia, continuing its expansion by adopting innovative ideas and providing affordable, accessible and high quality products and services to the communities it serves.
The Vital Group owns, operates and leases a significant number of assets and infrastructure across Micronesia, and have an ongoing comprehensive Asset Rehabilitation Program across their various operating sites. Vital specializes in the management of fuel and aviation facilities, and improving them to international standards.
